The nature of a dragon can be anything and everything. Some people think they don't need arms (most recently, see Hobbit trilogy's Smaug). An epic travesty to be sure, but to each his own I suppose. In some fantasy worlds dragons are just big dumb beasts, and in others they can talk. In some fantasy worlds they can even use magic and take human form if need be. I prefer the very magical, two armed variety myself. This is a very nice drawing of a dragon. I'm looking forward to commissioning you to draw a dragon as well.

Smaug has arms - those are just part of his wings: i2.wp.com/www.cgmeetup.net/hom…

It was still disappointing. As wings it severely limits their capability as grabbing/grasping tools. If I remember correctly I do recall him using them to do a bit of climbing, pulling himself around corners, etc.. but that's about it. If Smaug had arms in the movie he would have been a much bigger threat.
