Because it's Dragon Ball Heroes, an arcade game that has freakin' SUPER SAIYAN 4 BROLY. Okay, but to give a more serious answer, the game has quite a few what-if characters, like adult Gotenks, Super Saiyan 3 Vegeta, and Super Saiyan 3 Trunks. And of course, Super Saiyan 4 Gohan is among them.

Yep! And the Dragon Ball Heroes arcade game (as well as World Mission's arcade mode) has original story arcs. First, there's the Dark Demon Realm Saga, which focuses on Towa and Mira, a Demon scientist and a demonic Bio-Android, and their efforts to revive the Dark Demon Realm while having to deal with the Time Patrol. Next, there's the Dark Empire Saga, which first focuses on the Time Patrol and Dark Empire in a race to obtain a set of Dragon Balls created by the Dark Demon Realm, called the Dark Dragon Balls, which the Dark Empire plans on using to restore their leader, Mechikabura, to the prime of his youth. And {SPOILERS} it all ends on a climactic battle that ends with Mechikabura getting his wish, and Chronoa, the Supreme Kai of Time, using her powers to seal away the Dark Demon Realm and prevent Mechikabura from escaping. Then, there's the Prison Planet Saga, which has Goku, Vegeta, and Future Mai going to a mysterious, chained up cluster of planets called the Prison Planet, created by Fu, the son of Towa and Mira, to go and save Future Trunks, who's imprisoned there. After that is the Universal Conflict Saga, which focuses on Goku, Vegeta, and Trunks fighting a group of warriors from different eras and universes, called the Core Area Warriors (I think King Killer Squad would have worked better, since one of their goals is to kill all the gods, including Zeno; gotta thank one of my friends for the name suggestion), who are attacking other universes. And finally, there's the Dark King Mechikabura Saga, which focuses on the Time Patrol, who have allied with Demigra (from Dragon Ball Xenoverse) and his secretary Robelu (as well as another demon named Chamel, but that's only in the manga series, Super Dragon Ball Heroes: Dark Demon Realm Mission!), dealing with the return of the Dark Empire, who have managed to capture Chronoa. And soon, there's going to be the start of a new arc, where, after the Prison Planet and Core Area Warriors experiments, Fu has started his next experiment, and it seems to involve the Gods of Destruction, who are apparently the enemies in this one, and a giant tree in space (it makes more sense in context).
