Four Centuries into the Future, Mankind has rebuilt from near extinction to create a world wide Techo Utopia that resembles the old Gernsback Science fiction and Popular Science Magazine covers of the past. It is a world of unequaled prosperity and representative equality where none lack for basic sustenance and comfort and all have a place.

However this is sustained by endless progress for Man's advancement and the goal of exploring space. Mankind nearly caused his own extinction once and might not survive another time. This push leads to the "Jormungandr" ring a particle accelerator literally circling the globe along with a string of super-highways and ocean suspended cities. The activation almost instantly fills in many gaps in physics allowing another round of rapid expansion into better matter to energy conversion, gravatic manipulation and even bending the fabric of space-time itself.

There is a dire consequence; The activation of the Jormungandr ring sends an unmistakable shockwave out into space/time at the speed of light. Any civilization within a thousand light years will 'hear' this if as or more advanced than Mankind, the time limit being the speed of light.

The world science council now faces "The Dark Forest" dilemma. Perhaps the reason for the radio silence in the universe is that there might be hostile aliens with advanced technology who decide to kill off others. They might see themselves as those with a magickal right to rule the universe or they might simply fear potential enemies of the future. As there is enough circumstantial evidence of alien life, such as footprints of Ancient Aliens and some suspect structures they assume this is the case. The question is how to act? Are there other intelligences out there who have avoided trying to contact others and if so is it out of fear or hostile intent? If mankind mobilizes for some interplanetary war they might provoke the invasion they fear by sparking a real concern of a threat in an otherwise peaceful but far more advanced civilization that would detect a less advanced one preparing to act hostilely. Having crawled up from the literal ashes of the last world civilization with many ancient men still remembering border wars with strapped together bolt action rifles and cartridges that were cracked from re-use as deadly as enemy fire they are determined IF there is a threat man will not go down without the direst fight.

Thus they commission the building of a skyscraper sized spaceship using new and barely tested space-time bending "Resonance" technology named the "Relayer" and assemble a crew of Astronauts, soldiers, scientists, diplomats and others on a mission; To explore nearby space within a hundred light years and "Relay" back messages at quasi trans-light speed to report on the situation. They will attempt to meet and enter peaceful negotiations with any other species they encounter and also to explore some strange stellar phenomena that have baffled earth-bound astronomers. If they are overcome by hostile force they are duty bound to destroy the ship in a way that sends a dire warning for Humanity to prepare for interstellar war!
