I use 'SAI' to draw this pic,it's a easy paint tool.
1.use 'old watercolor'(white) to paint the grounding.
2.New a layer use 'old watercolor'(blue or purple) to paint the shadow.Unite the layers when you feel they're perfect.You can use several layers to do this step.
3.New a layer choice 'shining'(I don't know how to translate "发光" into English in this software) as its attribute.And draw the shining clouds.
