I'm having problems with the UTAU making sound. I feel it has to do with the OTO, but I'm not sure. I tried that already and it didn't work.

If it making a weird sound. The voice sample may need to be re-recorded. or the frequency map needs to be edited for the sound.

That's the thing, when I click on the sample button, it plays a clip. But other than that, no sound is made at all.

That sounds like the frequency map needs to be edited. I commission someone to fix mine. I tried and am not any good with that.
