I know in some cases- I've done this myself- it's easier on the system to load a picture background and then position your "actors" in front of it- like real life "Blue screen", where the actors are filemed in front of a blue screen and the background's added later.

Well, since we're talking free models in the case of Star Trek, money's not really an issue. But if you've got a scene that calls for 20 characters, then a picture background will cut down on the size of the scene file.

That's true, too. Picture backgrounds are great for a lot of scenes like that, as well as if you have a large set, but are only going to put 1 or 2 people in it, like for a closeup shot, or something.
