No, during the school year her skin is normally like that. It's only during the Summer time since she's out training as she mentions in the anime (sorry, I only watched the anime, never got around reading the manga) that she gets tan from being in the sun for long times. Which is why for a few episodes where they are atΒ Chiyo-Chan's summer vacationing home, she's darker rather then other times.
