I use Photoshop. I'm very fond of it, though Photoshop Elements served me just as good until not that long ago.

There most certainly is. From what I know, the "big" Photoshop is more expanded when it comes to defining values and colors, blurring. The sets of brushes are different as well. I also mildly remember encountering some differences when if came to layers, though I can't name the change now. I'm pretty sure that there's great amount of things I have not named, simply because I mainly concentrate on the brush tool. I'm not the best person to answer that question, really, hah.
But in no way programs make the man, I believe that you can do just as well with Elements. : ]

It is a rather expensive thing. :T Though if you manage to get some commissions done, those 12,5 € a month don't sound as bad.

Very well. But I'll be keeping it brief since it's rather late where I live. I'm sorry if I'm repeating what you already knew.
I suppose I will present the most popular way. ^___^
First of all, one would divide what they are willing to draw into sections. They usually include the complexity of said work (sketch, lineart, base colors, shading and so on), type (portraits, for example are usually divided into chibi, busts and full-body) and method (traditional, digital... the techniques, styles).
Then, such individual ought to price each of those categories, either in points, dollars or whatever currency he's willing to accept. There's really no set limits on the prices, I saw people charge from below a single dollar up to a thousand here on dA.
After that, one need to set up a journal or a picture (some sort of digital flyer) presenting the opportunity to potential buyer. Next comes the obvious need to advertise their commissions. It's not a bad idea to spread the word on forums related to themes of one's work and groups. Proper advert is a necessity to getting the buyers.
The one interested in said art usually states what he requires of the artist and they agree on the payment (whenever it's via paypal, in advance and what not), send each other the data required to pass the transaction.
Then the artist actually does the work, his employee pays the money and everybody is happy. : )

I'm confident that it's also a practice among forum communities. c: As for other art sites, I can not say much, though I know that some simply work as a base for a portfolio and it's in the buyer's interest to ask for individual pricing.
Well, it also takes a dash of luck.

I'l have to give it some thought. Probably not this summer, but who knows?
So the artist gives a sort of, average price on say, a sketch, and then the artist and buyer work out how much that particular sketch will cost?
