Indeed, cause Toei, Akira and teh whole Fandom always scre that, so in my case I watched so many Power levels videos and I came up with a accurate one to make it more better to understand it.
For the three sagas I came up with this:
Bills saga:
Bills 0.5 % to 1% VS Goku ssj3 (0.2%), Buu (0.1%), Gotenks ssj3 (0.3%), Ultimate Gohan (0.4%) / equivalent to Bill's strenght
Bills vs Vegeta ssj 2 rage = (0.6 to 0.7%)
Bills vs sjj god Goku full power (5%) vs Bills 7%
Golden Frieza Saga:
Goku and Vegeta's ssj god blue (12 % of Bills strenght) and Golden Frieza a 13%
The Tournament of Champa
Goku and Vegeta's ssj god blue (15%), Goku's kaioken x10 (17% to 22.5%), Hit probably is a 14% or a 7% to Bills power.

Seems about right, I would only change 1 thing. I would swap SSB and golden form, because SSB goku did beat frieza a golden form, frieza just cheated when goku let his guard down.

remeber that the golden form has low stamina and in the anime,movie and manga was superior than goku in the whole fight, until Frieza got tired
