I've always had it in my head that Shimmering Oasis is a bit of a tragic villain. She's treacherous, ambitious and controlling, and it all stems from a controlling environment, at least from her point of view. She's misguided and clings to what power she has (which is really quite considerable) but...her corruption is not absolute. I have interesting plans for her.
