Ok, Now here's the 2nd Oddworldtober pic: Cartel.

This is the first time I've heard of that word and when I looked it up, Most of the info points out to Drug based cartels where Illegal drugs are sold.....

I decided to do my own spin on it however. For this pic, I ended up drawing The Dark Prince/The Dark Angel version of Vile from Mega Man X in a seemingly abandoned Cartel where he and many other troublemakers go to sells Illegal stuff such a drugs, weapons, banned fireworks...and more recently, Vampireized Pokemon to use them for illegal fights in order to bet for money. Hope you guys like this.
