More like 1940's, I think. Slight vogue for Shanghai-inspired fashions; this style could almost be a cheongsam if it had side-slits and were made of silk. The skirt length here is reminiscent of fashions that were subject to war-rationing. (Oh, maybe the hemline is a little low, an inch or two, for that, but in the early 1900's women couldn't even show ankles.)
