"With the Earth split up and in the air it is difficult to keep watch on all the islands; there are even some islands and civilizations that are undiscovered by the empire. Farther away from the Capital islands are the less important and protected they are. Islands up way North are still terrorized by the Dark Mage's followers. Since the Dark Mage disappeared after his destructive attack that changed Earth, the Empire refuses to acknowledge that him and his followers are still a threat. These communities have learned to live in secret and have to hide when the wizards fly over with their dragons"
