This is based on a scene in the New Adventures of Winnie the Pooh episode "All's Well that ends Wishing Well".  Pooh is at the wishing well as he tries to get the moon to come to him.  Pooh ends up falling down the well in his attempt.  "Oh bother bother!" he says.
