I have two Head-Canons for Deb.
#1. She's a Toreador doing the Late Night Radio Schtick for a bit of a laugh and for something to occupy her time. It's also a new trend for her, as she's done various different things over the years, to both stave off eternal boredom and to keep up with the latest trends and fads. Her personality reeks of being Toreador.
#2. She's one of the better looking Nosferatu; frightening enough to warrant staying out of sight, but not too hideous to be non-sexy. Her radio show is actually a front for a Nosferatu based Kindred Information-Line. Some of her call-in's are genuine, but others are fellow Kindred sending coded messages in the form of conspiracy theories or just random sounding ramblings. Her advertisements are also all coded messages, with the business ads all belonging to dummy-companies that the Camarilla spends billions on advertising but never does any selling. The ads sounded too silly to be real, even in the World of Darkness, Late-Night setting, but you see billboards for the companies, but not really any signs of them being sold anywhere.
Quest/Personality wise, despite either head-canon, I see Deb as being a semi-free agent, working both sides of the Camarilla and Anarch Movement, for the right price.
If not for the actual billboards for advertised products and being able to meet some of the callers into her show, my 3rd Head-Canon, just for fun is that she's Malkavian, and ALL the voices are her, putting on different personalities and voices.

I actually thought up a quest related to this. It can only be accessed after you've listened to the entirety of Gomez's call to Deb about Kindred, and then your quest log will be updated. The prince, providing you haven't already finished the game, will send you an email about this. You can now ask Caine (the cab driver) to take you to Deb. If you be polite to her and tell her the truth about yourself, she will reveal she is a Toreador and a Camarilla spy. She will tell you where Gomez lives, and you will be teleported to his house (well, really, his mom's house) and you must enter the basement. However, since Gomez is super-paranoid, there are a lot of locked doors, so if your security isn't high enough at this point, you'll fail the quest (and no, Bloodbuff won't help here). Talk to him, and do one of these:
1. Use Persuasion to stop him from spreading the word. (3 XP, Humanity gain)
2. Same as 1, but with Intimidation. (3 XP)
3. If Malkavian, Dementate him so he thinks he's on an alien world. (4 XP)
4. If Ventrue, wipe his mind with Dominate. (4 XP)
5. Kill him. (2 XP, Humanity loss)
You will go back to Deb. who gives you $500, and if your Persuasion is high enough and you kept Gomez alive, another $1000. You can visit Deb anytime, and you will get a lot of information from her. This is just an idea, so don't get excited.

Listen to her voice. It's not just how it sounds, but sometimes she speaks like one would normally expect a Toreador to.

I always thaught that as a toreador vampire she would look more ..... personable but then again she is a vampire after all. (she is a torry believe me)

To be honest, I kinda saw her as a Nosferatu with a pretty voice just trolling around, but this design is lovely.

Absolutely. In the fourth act she even starts obviously covering up secrets and Masquerade breaches caused by the plot. It's a genius idea, a cult alternative conversation and music radio show host as a vampire, feeding whatever propaganda the city requires through the guise of an independent commentator.
The art here is stunning. Not quite what I imagined, but it totally fits her.
