Well, the genre of "steampunk" only applies to technology that didn't exist in the Victorian era - but is built from Victorian technology. For example, a laser gun built from the level of technology available in the Victorian era. Therefore, "steampunk" only applies to technology - a steampunk robot, spaceship, or even a microwave oven. That's what "steampunk" is all about.
The "steampunk" genre has no bearing on clothing and accessories, however; unlike laser guns, clothes DID exist in the Victorian era, and have no bearing on steampunk. A "steampunk mask" would be no different from a mask that would have been available during the Victorian era, because unlike spaceships, masks DID exist in the 1800's.

well i must say that your personal definition of steampunk doesn't fit at all with the popular definition of steampunk nor with my steampunk guilds definition. and the mask does fit into the definition of steampunk that is popular. because steampunk fashion is a very popular subject in fashion classes at that

steampunk is a type of scifi where the steam technology of the industrial age, or Victorian era, was continued and advanced instead of the gas/combustion engine. and how that era or time line would have looked. this includes, fashion, jewelry, architecture, and tech.
