Update: I decided to darken Jolt's blue color in order to distinguish him from Cadmean, who is also white-furred and clad in blue. Plus, I decided to give him a flat belly because him having a sixpack never really felt right.Also, I'm considering giving him new superpowers, since I'm not sure if his electric powers really suit him. But I'm also not sure on any alternatives.
Original version:
Introducing Jolt, a weasel with electricity powers, similar to Raiden from Mortal Kombat. He's one of the newer Guardians. His background is still in development, although so far, he has a serious personality. He's not much for laughs and smiles, although it's not because he doesn't like to. He just hasn't got much in the way of expressive-ness, for lack of a better word.

Looking cool! The color of his fur goes well with the color of his outfit and it gives him a bit of a mysterious vibe for some reason.

I do wonder what happened to make him be stone-faced serious all the time. Though judging by his outfit design, I could wager a guess since I have my own fellow who has a similar taste in attire and equally stoic appearance.

A weasel! I love hunky weasels too! (I'm sure you know that with my admiration to Tim of ISO).
I often see anthro weasels as brown or tan. But very rarely as white. So you made a great choice by making him white for a change. 
His outfit! Oh, his hot outfit!
His lack of smiling and laughing could be like how Samson is. He just takes his job seriously and remains strong for everyone.
