The commissioner has it's own continuity, maybe based off some 'imaginary' stories fromt eh Silver Age where some roles are different.

The Silverage Supergirl would have been sent to Earth by her father & mother, Jor-El & Lara, whom had a daughter instead of a son...
1. SilverAge Supergirl gets split by mad scientist : [link]
2. Mad scientist believes that he has created two young ladies, one with Supergirl powers and one without superpowers & fires : [link]
3. Mad scientist tries to get to his machine to hit the girls again but both gals strike the machine but blows it up on the madman. : [link]
4. Both Gals finds out that her clone sister has all of her powers but not all of her outfit was duplicated. : [link]

Wonderful scene! Both Linda and her clone Lara look very cute with their smiles! Very nice job on the Kent house background. Very Silver Age feeling going on here!
