It is. I believe it all started when he was mentioned when England thought about being America's 'Big Brother' and what he remembers from his brothers. When he was hit with birds, it mentioned Scotland being the one who threw it. I forgot which episode it was, in my vocab for English, I used that for 'flashback' XD!

I actually thought it a metaphor for making an image of bird label as 'scotland' repeatly pecking england Β to show that scotland is annoying and love to show him tough love by pushing england around XD

that why they're variety of their appearance
