If you photoshop, you can always take an existing frozen ice texture and overlay it with one of the blending modes.
As for if you want to draw it yourself, I don't know.

Along with Siansaars advice maybe some blown snow on the top of the ice. Like a dusting. Β Not only will it show how cold the place is but will help give that realism with a slight glare of the surrounding areaΒ

Thick block of ice huh. LOL Well ill say this the cracking effect is top notch and the detail of sombra him self like the rest of your art is awesome. However Ill be 100% honest if I didnt read your description I wouldn't have known it was ice. (I hate being a critic... lol )
