I blame the CoD fans. I could find like fifty different variants of Spetsnaz, but it wasn't until the last couple years that not!Soviet regular army models started cropping up.

ARMA's modding community? They're pretty notorious to me for what you said. Apparently, regular ol' infantry doesn't exist and all the work is done by light infantry or special forces to them

I'd say it's a classic case of mining what's readily available. Most Facepunchers are porters rather than original modellers, so content usually comes from pre-existing sources (CoD, Battlefield, &c.), and if you're lucky they might reskin it for real-world flavours. Thus, since most triple-A games recycle the same themes over and over, we end up with dozens of WWII Germans, or USMC, or Spetsnaz.
But once in a blue moon, simkas et al. bless us with hand-made sets we never knew we needed.
If not for Bohemia Interactive's ruthless policy on third-party use of its assets, the ArmA series would be a goldmine for global military forces, but they've sent cease-and-desist letters before (Aleksandr_74Rus did several ArmA vehicle ports, and looking now they've all been pulled).
