As much as I love Sasuke... Naruto is always my number one so Naruto is going to win. He's the main character for gawsh sakes and the only reason he hasn't beaten Sasuke in previous manga is because it would just end the Sasuke suspense right then and there.

In this form, he has 6 orbs that look like rasengan, hovering above him, plus another 2 spirallike marks on his shoulders, and 1 on his stomach, so that makes a total of 9 spiral-like things... Like in, the 9 tails? I dunno...
