I've decided that I'm going to draw all the pokemon girls as chibi's

Waahhh, sooo cute! First off, I really like her hair and skin coloring, and your chibi style is very creative. Her upper body is small, but her lower body widens ; it's very unique.
No, her eyes are not creepy! they are well colored I like all the shades of blue in it. They really pop.
Finally, nice job on the shadow, it's always very cool when it's at an angle.
