LOL So I wanted to make an oc.. and I'm a big fan of ocs with modern clothing for some reason XDand just in case you're wondering this is how I draw normally when I'm not drawing chibis.. the Allen pic being the exception XD
ANYWAY Here's a long bio for you guys 8D
Full Name: Brooke Lena Avery
Age: 17
Gender: Female
Ethnicity: Half French, half Swedish
Height: 5 foot 7 inches
Weight: 120 lbs
Birthday: August 18, 1993
Appearance-
Hair: Fallow brown. It goes down to the middle of her back and it's tied in a ponytail near the end of it. Her bangs are cut relatively straight but it's parted a bit to the right.

Personality: Brooke is a calm girl, yet she has a playful side to show her inner child. She's a bit spoiled, but she makes up for that in kindness and devotion. She almost always has a balloon in her hand.
Background: Brooke, being the first child of her young parents, was raised getting anything she asked for. She sort of felt guilty for this, so she decided to do the best she can in school. She now maintains a 4.0 GPA.
4 years ago, Brooke's mother got pregnant again. She's now an older sibling to her 3 year old sister, Ava.
Brooke's a volunteer worker at her sister's daycare.
She has a dislikenment of overly sweet things and can't stand being on a plane for more than 1 hour.
She adores shades of red and balloons.

I'll explain how to make a transparent background if you tell me what paint program you use.
And I'm afraid I don't understand the second question D:

I use a couple of paint programs I first color the character in Corel Painter Essentials 4 then I save it and then I make any additional touch ups in Adobe Photoshop CS2 then I do my backgrounds in Photoshop as well and add any additional textures to my backgrounds via Corel Painter Essentials 4. And voila!

The transparent background is the reason why there's no background, it's see through. o u o
Since you already have photoshop this will be simple to explain. All you have to do is get rid of the background layer and save it as a .png file, since they can hold higher resolution images.

Umm then Why did it not let me upload a .bmp image one time when I accidentally didn't realize that it was .bmp file instead of a .jpg file? because when I went to upload the .bmp file it told me to upload a .jpg only.

Does it really Matter? And your Transparency Secret Sucks! It desn't work because on any of my drawings I've colored, because the background layer is already locked and you can't access it anymore to make it "invisible". So I'm sorry to say but you've mislead me and I hate when people mislead me.

Umm its called I do use google, in fact I use it for everything I need to research, but I don't think that researching how to remove background transparencies is high on my priorities as far as something I really desparately need to research. And watch your mouth! I hate it when people talk with dirty sailor mouths! I find it very disgusting and vulgar and rude and it shows immaturaty on that person's behalf.
