I'm a critic from ~Critique-Me here to critique your beautiful piece!
This work has an obvious style of coloring, very soft and very light to add to the idea of dreams and happiness often seen in white day, I would assume. The drawing itself is very well done, and I found it difficult to find something to nitpick in your image. A lot in anime is stylized, and many of the issues pointed out by the previous critic (while valid in their own right) need not necessarily apply because of your art style.
The only issue I see is with the braid in the background. I understand it's supposed to be away from the center of focus, but still I would have added a bit more detail and distinction to it. As it is it appears to be a blue smear... 
Otherwise nice work. Whether you choose to go the more realistic route or the hardcore and less than lifelike anime, I hope you succeed.

Here's what I think you should look at in this picture;
*The far arm's position. Her shoulders actually can be that high, and her hand can be showing back there, but only is the upper arm is going backwards instead of down. If you drew a straight line from her hand to the lower part of the arm (where it attaches to the shoulder), you would have a good arm there. When I drew on the screen, only her shoulder would be in the front, the arm itself would be almost hidden. Also, her hand would be a bit farther from the body and a bit smaller (for perspective).
*Her body is leaning too far forward, it looks like in a few seconds she would fall forward. One of her legs should be going a bit more forward to stabilize her.
*Last note is that lock of hair she's holding. Hair naturally tries to keep straight, therefore when bent, it makes wide curves. The hair, as it connects with the body of her hair, should be more of a wide curve, it wouldn't want to bend that abruptly. Just try bending your hair-it'll sooner twist in your fingers and go sideways than make a 45degree angle bend. ^-^
Overall the feel of this picture is great. I really like all the soft colors and the expression on her face. I would give this pic maybe....4.8/5. It's very expressive-you just need some work on anatomy. ^-^

And if you wanted that little bit to look more like a ribbon, you could make it twist in the air a bit more. Ribbons also follow the same rule as hair, although they can be bent with a bit more force. [link] is a good reference for ribbons in the wind. ^_^

Hmmm since you want critiques....her right shoulder (our left) is a bit too high, and that hand wouldn't be seen since her body will block it (otherwise she would be in an unnatural position) :'D Hope that helps! orzorz

i suck at drawing shoulders OTL. that's the part i always hate ≧A≦ but that helps a lot *v*, i was wondering why it kinda looked wierd xD
lol yeah, her hand there does seem a bit weird there Dxlll, but i thought it'll kinda look like her arm is just goin straight down, then a balloon comes outta nowhere XDDDDDDD;;
