Interesting you should mention those 'blue moments'. Here we call that phenomena 'firefly's veil'. Occurs at twilight during the summer months - just about the same time the fireflies come out and is absolutely amazing when you're surrounded by the Pacific northwest temperate rain forests. It's my favorite time of day, about equal to the twilight after a new snowfall when everything has that purple hue.
Man, I have been trying for months to replicate that for a picture I am working on. No luck yet.
