I'm inclined to believe it's not make-up, since it always looks the same (as opposed to Buggy's, which changes design every time he shows up) and doesn't wear off in bath, as shown in Gedatsu's title page mini-arc.

I think it might be some sort of effect from his Devil Fruit. Because the marking look exactly like the ones Peregine Falcons have around their eyes.

I've thought of that, too. At the very least the markings are based on Peregrine Falcons. The devil fruits don't usually alter the way the eater looks while the ability is inactive, but given that Alvida slimmed down permanently, facial markings probably aren't entirely out of the question, either.
