If you missed their story (and audio!) Anna accidentally (intentionally) got a curse placed on her to help her make decisions. Whenever she's faced with something she's of two minds about, she'll split INTO those two minds and arguing it out. Depending on how big the decision is defines how big the split is, resulting in Anna being able to go from two minds in one head to quickly discuss things, to two heads as seen here, all the way up to fully having two separate bodies.
Upon coming to some sort of consensus of the same decision, they'll merge back into Anna.Β
However, a loophole where making BOTH decisions is possible if there are both Sara and Clara out and about, they'll stay separate for a bit, letting Anna benefit from being essentially in two places (or two heads) at one time.
