During Kasumi's first day on the Academy Mei escorted her little sister. She promised herself she would leave her on the stairs and return home, but once they arrived Mei couldn't help it, she was too proud so she hugged Kasumi.

I know the feeling with the background and sadly I can't give other advice more than practice. I'm sure a pro have tips I actually don't know what I'm doing I just re-do the background till it get close to what I imagined lol
