A predominantly human society with both Gnomes and age verifications should have a different adult age for Gnomes?
If they have some other "ethnic specificity, like orks who mature faster and die younger, maybe elves who matture slower than Gnomes and never die naturally, and maybe someone else who mature faster and live longer or mature slower and age faster. In such more complicated scenarios would each race have their own "adult age"? Meaning that a 10 years old ork could be legally adult, and a 90 years old elf not? If so a curious consequence would be a 10 years old ork somewhere commit a crime by having some sort of consensual intimacy whit someone far older than him, but still legally not adult.
Given the simple mind orks have in most fictional Worlds would be a interesting conversation the one between this criminal ork and his, or her, lawyer.
...but maybe in this universe Gnomes mature and age just as fast as humans, and just look like human children all their lives?
