I got an honest question. Why wasn't this the actual pairing since everyone liked this so much more.

Honestly?
2 Reasons:
1. Outside of Naruto x Hinata and Sasuke x Sakura, I think the decisions for the pairings in Naruto were made byΒ Ukyo Kodachi andΒ Mikio Ikemoto, as a way to help them set up the story of Boruto going forward.
- I cannot speak to their writing, as I have refused to read the Boruto series, but from what I understand their focus has been to move away from the primary Naruto characters (the parents) towards the next generation.
- I also cannot say for certain whether it was more of a creative or business decision for their character designs, that is to say, that in the process of developing potential characters they likely had many concepts which they scrapped or took in other directions, and it is impossible to know what they "left on the cutting room floor" as it were.
- Some have speculated that some of the pairing "decisions" were made as jokes:
Kiba x Tamaki is "Dogs and Cats" (insert laughter here)
Karui x Choji is a play on her name meaning "light" (not heavy) which is funny because she marries Choji, who is fat.
(If that is the case, it's pretty disgusting, a fat-phobic pun that made them get together)
2. Kiba x Karui never gained traction in Japanese fandom.
- I am pretty much solely responsible for the Kiba x Karui fandom.Β I commissioned most of the fanart for them, wrote a number of fanfictions, and for a time I was happy to enjoy it as a "concept", fully aware that it was not likely going to catch on.
- It goes without saying that I liked both of the characters, so you can imagine my disappointment with the conclusion of their character arcs in the main Naruto story.Β Kiba without any drive or ambition, and Karui in a relationship with strange undertones of anger and frustration which too closely mirrors her interactions with her teammate Omoi.
- Ultimately, fans come to accept the fact that there is a strange relationship between fandom and the creator(s) of the work they like.Β Often creatives are advised to not interact with fans, for a variety of reasons.Β Other times a creator will go out of their way to troll their fans, sometimes in mean-spirited and negative ways.Β It's a strange thing, and I am unable to say what Kishimoto's relationship was to his fans.
Point is - Kiba x Karui was just a fan-created pairing that I enjoyed, had fun with for a time, and maybe that's all it needed to be.Β But, it is sad to think about what could have been.
