This one is based on the Pied Piper
I'm thinking that maybe he was a survivor from the 'real' Pied piper's incident, because he's blind and even after being tricked into following the man he was slower then the rest and got left behind.
But since the village of Hamlin treated him like a useless child, he actually looked up to and respected the Pied Piper for what he did to the towns people.
The real Pied Piper then found him wandering alone in the forest and took him along with him, thus he became a sort of apprentice until the other passed away, he continues travelling and working for money.
He has no known friends since he moves around too much and only seems to talk to his rats, he has heightened senses because of his blindness, like hearing and scent. He also communicates with the rats who tell him things too.
Personality wise he comes off a charming and friendly, but if upset (ornotpayed) he can switch emotions quite quickly.
