That's Kawakami from the game Persona 5 (now featured in smash bros. ultimate!). She's the homeroom teacher to the protagonist in the game, but you have the option to romance her if you want to. She deals with struggles throughout the game (which I won't spoil) and the protag. has the option to solve them. However, she's a side character in Persona 5. I reccomend checking out the game, though.
