The colour is wonderful
About the drawing, I think you have potential there. With more practice, you will indeed go far. Try to make the character look less stiff, and pay attention to the proportion... Well, I'm not a good artist, so that's the best comment I can give to you.

Well, for the background. I use the photoshop to do it. Do you know the pen called brush in photoshop? I use the one that has a round shape with thin wall and use it all around the BG. Try using many shades of colour (but the colours need to be compartible like yellow and orange), but it's important to use make the colour soft. When you're done, I use the pen brush of sparkling shape (need to download) and put the white colour in this brush and use it on the BG that you've done already. now you'll get the sparkle BG (maybe you can make the sparkle alittle soft if you want that way.)
