This is Nabiki Tendo from the anime series Ranma 1/2. In the monster AU, she is a monster speices known as a Jorōgumo and the middle daughter of Soun Tendo. Her parents are a Changeling and a Doppelganger, and their morphing DNA resulted in her and her sisters being different types of monsters. She is manipulative by nature, and her monster abilities reinforce this, allowing her to control and influence both humans and monsters. Although she is a black widow Jorōgumo, she treats men as playthings rather than food. She uses her charming personality and wit to get any man she takes a liking to to blow nearly all their money on her. She is also not afraid to use any of her friend and Family in her schemes.

Fun fact - the dress she's wearing if from one of her smarter victims. I wonder if that price is still on her head?
