Well, to me, when people say they want to scrap an art piece, my head immediately translates that to " I'm not proud of what I have done and nobody should see it after today blah blah blah...". We all know people really don't look at the scraps.

By default, when you devwatch a person, you have to check the scrap box yourself. My guess is, a lot of people don't do that all the time. For my case, I always checked the scraps box when I add a new deviant to my watch list. That makes two of us weirdos. XD
