Did you create this cosplay or just take the Photo? I'm wondering since i too am creating a Nami cosplay and would like to inquire on Fabrics and various materials.

This is my costume :]
I used a maroon knit and a beige knit for the tail and belly piece, the top is a body suit I purchased and sewed on the beige, I also hand drew on "scales" with a dark brown fabric marker, all over the maroon fabrics.
The tail is stuffed with long foam-ish tubes and wrapped in batting. I got the tubes at home depot, I think they are used to insulate piping? they were like 50 cents each though. Its attached to the body suit with an extra piece of craft foam that I coverd in the fabric and some loose scales. That was sewn to the tail, and I used velcro to attach it to the body suit. a TON of velcro! and there is a little belt buckle hidden in the front to help keep it on.
The "wave" skirt is just some mirror organza and crushed tulle, with simple elastic waistband.
The props are all expanding foam and papermache, or craft foam covered in fabric. My hat was VERY heavy, and I would recommend finding a lighter way to make the hair/fins. Craft foam didn't work out that well.
