As you might notice from my bios of the superheroines, not everyone has superpowers. I know, you'd think I'd take advantage of the magic in canon to give people special powers, but considering I'm basing this AU more on the DC verse (though not strictly), there won't be as many people affected by radioactive chemicals or insects or the X gene. Some characters are aliens; some have been genetically altered; some just have really awesome technology. And some don't need fancy powers of their own to get stuff done.
Enchantress (Regina Mills): It’s not easy having a crime lord for a mother. For much of her young life Regina never wanted to be her mother, Cora Mills of the Wonderland Ring. But after her mother had her boyfriend Daniel Marshall allegedly killed and pinned the blame on a young Mary Margaret, her soon-to-be step-daughter, Regina’s heart quickly filled with insatiable anger. Mother and daughter became a powerful team, and when a pair of costumed heroes named Swanknight and Deep Frost emerged on the scene to thwart them, Regina took up the mantle of the supervillain Enchantress. But she has remained discontent with following her mother’s every order, resorting to scheming against Cora in secret with the help of various villains, especially a theatrical character called the Crocodile.
Hellfire (Malandra Vincent): You could say Malandra was born to be a supervillain. After all, her mother, the Black Star, rose from cat burglar to powerful mobster. But Mal did not want to be embroiled in that life until a feud arose between her mother and Leah Dawn, the mayor of the city Brier. Mayor Dawn, despite threats and odds, succeeded in putting the Black Star behind bars. Vengeance filled Mal’s heart. She plotted the mayor’s downfall, and that of her daughter Aurora Stevens, now a district attorney. Malandra realized only shortly before her mother’s death that Black Star was in fact an extraterrestrial who was exiled from her galaxy by the FAE, the Federation of Astral Enforcers. She hid on Earth, concealing her powers until she escaped from prison, but was stopped by the Lotus Soldier and Chevalier. Mal’s mother revealed her origins and unlocked Mal’s hidden power—to release high-temperature blasts of energy. Mal’s gift earned her the name Black Dragon. In her goal to avenge her mother, she joined the Medusa Syndicate for assistance. It already had another member called the Scarlet Dragon. They both changed their names. Mal became Dragon agent Hellfire.
The Witch (Zelena Mills): Very few know the origins, and even the name, of the green-skinned woman called the Witch. Like several other prominent villains, she joined the pervasive Medusa Syndicate under the name the Mamba. She quickly gained a terrifying reputation as a villain in her own right and took on a more devilish moniker. Despite appearances, the Witch’s skin is not naturally green. She paints her entire body to help conceal her identity. There are rumors that she has a sister, or several. The Witch is someone who frightens both heroes and villains. Her designs against the Mills family (for unknown reasons) even manage to unite Enchantress with her archenemies Swanknight and Deep Frost. Her main objective is to establish bases of power and cause terror wherever she goes, to no discernible end.
