I couldn’t agree more,but you would be surprised at what tricks that Biff has up his sleeve,especially when the ‘Biff’ that Yokai is fighting is an evil overlord version from an alternate timeline.

Yeah! I know Biff may not be super smart as Doc but he is super clever and sneaky when come to stealing the Delorean or anything else Doc created and tries to use it to his selfish needs.

As for Yokai he can easliy copy what he steals like Hiro's Microbots or rebuilt Alistair Krei's teleporter machine.
