That's a good question. Up to this day, I'm still wondering where I found the patience to do this. ^-^
Anyways, I'd say practice and good observation skills (like staring intently at people - and creeping them out - trying to understand how exactly that piece of fabric works, more practice and lots of patience if you're planning on doing lineart! (respect to those who has the patience to create such fluid lineart) Also, some knowledge on color theory would be nice.

Hi! If I remember correctly, I was still using Paint Tool SAI for this. It's a hell of a lot cheaper than Photoshop and is AMAZING with linearts.
The tablet I used for this was an Aiptek. It's cheaper than certain Wacoms and is also a great tablet once you got used to the pen.

As a huge SOE fan, I have to say that this is stunning. Rilliane's dress is beautifully executed, and creative. I love the shades of yellow you went with. They aren't garish, but just right

Gorgeous dress. The yellows stand out but they're not too bright
The only thing that bothers me is that-- maybe it's the perspective?-- but her eyes look odd, like the right iris is a bit larger looking than the left.

And yes, it's the perspective, I made her tilt her head slightly towards the viewer. But maybe since her face is hidden by the fan, it makes her eyes look out of proportion because it's hiding her cheeks? *shrugs*
