My first tutorial~ I hope that it helps!

1.~First start off with a sketch.. When drawing you should use two select colors. A maroon and a grayish blue..

2.~Then start doing the line-art. Go slowly because all the changes will happen here! I would suggest using the Brush tool to make the line-art smoother. Also change the stabilizer to a higher level to make it smoother also.

3.~To color you can use 2 things. First you can color a different part at a time in a different layer or you can use the wand tool select the area you wish to color.

4.~ Last is the coloring. You can color it multiple ways. Either soft shading or cell shading. Soft gives it a more realistic look. Cell shading gives it a more cartoony look...
So depending on how you want it you should play around with.
