i understand you like this easy tools but you can made same in gimp for example but you can choose the pen pixel by pixel

yes in gimp have many tool even me with 3 year back me id ont have use all
for start i made my white background in paint and open it in gimp for the coloring.
the "magic stick" is the best for select the color in your lineart 
if you use only pen+paint pot+magic stick you can made speedly more your art
because on paint you can't select only a part of color right 
after "paint" i have use "photo studio" an editor gived free with my printer, i have use only the same tool than paint only add the effect on a new layer
buddy try found easy editor for made effet and you will level up to your design
