joey's supposed to be playing war games with her crew. Making a splash sounds like a fun thing to do-especially if you're making one on someone else C':<
Joey doesn't really care about showing too much skin, she's actually more comfortable that way, the stuffy military uniforms used to suffocate her. She needs something comfey and wont slow down her movement, she IS in her element afterall.
