I don't think it's too dark either, it's a night time photo 
What did you use to de-noise? Try selecting only the blue areas and apply additional de-noising to it. De-noising the entire picture further will just make it blurry

It's called 'Neat Image'.. it was a free download. I am getting really %$#@ed off trying to figure out how it works...all the calibrations, etc... pretty much, I just feed the image through it and mess with the adjustments randomly until it looks half-decent. I am aggravated at not being able to really understand it... I think I need to take a class about editing in general!

Just what there is with Windows Photo Gallery. A few times I used photobucket to play with images, but that was a little tedious to use. I feel stupid and really irritable when I don't understand something right away...so I think a class is going to be the only way for me to learn!

You're right... it's frustrating, because I did run it through a program to de-noise it. It only took some of it away, not all. Oh well!
