im not sure that the mermaid king vander decken and caribou's jolly rogers have been shown yet

Neptune indeed doesn't have jolly rogers, but since fishmen island is protected by big mom and neptune is the king of FI so I make it connected.
About decken, his jolly rogers had been showed far far away before straw hat arrive in the island.
And caribou, Indeed I never seen his too,
but I realize each caribou pirate has the same mark in their clothes, that's why I put it as a jolly roger.

ok that is legitamite....i dont mind it when i see something ive never seen before but you seem to have evidence so i will agree with it...i would like to see decken's jolly roger and perhaps the mark on the clothes....please...if you can find them
