well it has to be a pretty good reason, even Arlong just had 25. and Sir Crocodile something about 80. Mio's. So she must have done something really bad.

Huh? No Arlong's is higher (25,000,000) and Sir Crocodile's is also a lot higher (80,000,000) while Shi's first bounty was lower (2,000,000). I haven't got her background sorted but her mum was a mass murderer as well as a wanted pirate...
