I... can't agree, really. The way I see it I look at their relationship extended over time. They grew up together, he left to become a SOLDIER and she never saw him again until the "accident" at the mako power plant, where he showed up at what she thought was going to be her last moments (if it weren't for her teacher she probably would have died, Cloud appearing was just a last comfort). After that I'd assume she'd think he was dead and she herself would be confused as hell and mad as hell at Sephiroth. Then all of a sudden Cloud shows up on the street and he can't remember anything!
I can understand her maternal nature. Something is really, really wrong with her childhood friend and in order for her to get any peace of mind (and to figure out the rest of what happened and why that day, since she had no idea why Sephiroth suddenly went nuts and burned everything down at the time) she had to take care of him.
So from that point of view Tifa isn't really obsessed with Cloud, she's just extremely worried about what's going on with him, why he's changed so much (because remember, he was a very weak boy back when she knew him as a kid, which is why he wanted to join SOLDIER in the first place and become stronger... though he essentially failed), and why he can't remember anything. I think the romantic aspects of their relationship only come about because it was there when they were kids, and also because of Aerith who acts as a kind of trigger. It's like when you have a crush on a guy/girl at school but never do anything about it until someone else shows an interest in them.
So anyway, what I hope to convey in this picture is the both of them finally coming full circle in a way. She helped Cloud find himself again and now that part of her can relax, and Cloud can finally be the one who's supportive if just for a moment before they have to face the end.

Well I'm not try to convince you of anything, I just don't like the part of Tifa that Cloud brings out I suppose. Sometimes (atleast to me) it feels like she tries too hard to convince herself that Cloud are these things she wants him to be and really in reality he isn't. I dunno, I just think that Tifa needs to stop hoping that Cloud will become that because even if she unconditionally loves(if she still does) him I don't think it's necessarily healthy for her to have to make up for his faults all the time. But that's just my two cents.

By the way, not that it really matters, but I happen to agree with you on the issue of Tifa and Aeris. I tend don't hate Aeris or anything, but I do find her pretty dull (and because she dies, I don't want to invest anything in her when I play FFVII). Other games did the "mysterious girl" character much better than FFVII did with Aeris, like FFVI with Terra and CT with Marle. Meanwhile, Tifa's so damned awesome that I long ago decided that Cloud probably doesn't deserve her.
