Well, not really. Vectoring is a mathematical process to describe shapes and lines. Using this, an image can be created and scaled indefinitely while keeping super-sharp resolution. Once an image size is selected, it can be saved as a flattened image such as a PNG or whatever. This step sets in stone the size for that image. Once that is done, it will scale just like any other image and lose definition as it gets bigger. So, in the end, all images or raster, or pixel, images. Vectors are basically what they are before they are "flattened". I've always sucked at describing vectors, but that's about the best I can do.
"Vexels" are basically not true vectors; they are created in an image program like any other image and basically just have the appearance of vector images. Technically mine aren't even Vexels, since I DO create them in a similar process to vectors, but I do use non-scaling gradients sometimes, mostly for the eye irises.
