The ocean/sea/lake/river dragons are the most mild of dragons. They live on or in all bodies of water and have no unified kingdom. Most are merchants, sailing flat bottomed boats down the waterways of Reeims.

I figured that the water dragons should be the ones who are the most technologically advanced because they engage in no wars. They needed a way to transport goods to and from their scattered settlements and eventually figured out how to build boats. The sails are based on a dragon wing design.
