I think you should investigate that tutorial mentioned. Your water doesn't look like water at all here. It seems like you just painted some white fuzz and then overlayed a paper texture, it looks more like the water is made out of wax and being crushed against the shore than anything that has any semblance of water. There isn't even any suggestion of waves out in it, it's just solid blue with a little bit of texture, it doesn't appear to be moving or fluid at all. And of course I understand that you're still learning. I'm just trying to encourage you not to get a big head about it either. No matter how skilled you get (or don't get), no matter what direction you go in in art, there is always room for improvement, remember that.
That being said, it's a nice piece. It's got a really nice color palette, very pastel and cool colors suggesting that idea of paradise, of calm serenity. I can't really see the rain in this- I mean I see that you've made a texture on a layer, but the rain is only really showing up in the dark colors of the piece- there's none of it over your wolf, in the sand or in the sky at all (which is very jarring when you consider that rain is coming from the sky, we should be able to see it up there). I suggest reworking that technique a bit, as it's not really working here. Like the water doesn't really give the impression of water, I'm not really getting the impression of rain either. It seems more like a texture overlay than a physical item actually existing in the world that your wolf is in. If that makes any sense. It probably doesn't. -_- I'm awful at describing things.

yeah, im not too good with water but hey at least im drawing it, last yr i wouldnt have been able to draw anythin like this but hey thanks for the critique my friend

It's definitely a start, can't deny that. But that also means that it's only the beginning. You've got places to go with it and such. Never hurts to have a little help by way of a tutorial. x3 Anyway, keep up the good work.
